Greenland USA - Meeting held in 2018 to assure Marina residents and slip holders that, though there would be shifts in slip-holder and resident parking assignments during construction of phases that would directly surround OCM, that no untenable changes in facilities and parking use would occur during construction and the marina would remain open and functioning with current residents and slip holders not being displaced. The meeting was held with members of city government present. During this meeting former Harbor Master Tim Christopher announced his retirement and it was announced that Jason Koulouris would replace him as the new Harbor Master to the great approval of all Residents and Slip Holders present.

All meetings attended where requests concerning the disposition or planning for any work in future that would affect OCM residence were answered with “we have no information at this time”.
When the Covid 19 restrictions were announced. From that time on all meetings were to be remotely attended. We were always told that Phase 2 would be concerned with the area immediately surrounding OCM however given no information concerning impact on residents and slip-holders when we directed these questions toward the meeting chair or Kilroy representatives attending.

The harbor master, someone we had access to was not told of any plans for our eviction and had he been would not have been allowed to speak to us of any such plans if Kidder Matthews, the Marina Management Company contracted to Kilroy, ordered him to conceal them due to the NDA agreement he required to sign at beginning of employment with Kilroy.
Following this acquisition By Kilroy Realty, Kidder Mathews which had managed the Marina and property when purchased by Greenland continued as Property Manager for Kilroy development until replacement by Kilroy through Kilroy Realty’s installation of Tideline Marine of Sausalito, Ca. On June 15th, 2022. The first action performed by Tideline Marine was Posting of eviction notices to all Marina Residents and slip holders that the Marina must be completely vacated by all residents and all slip holders by 10/15/2022.
According to the documents presented to Residents and Slip Holders, in order for all recognized “Legal” liveaboard tenants to receive a 10K recompense and free rent from 7/1/2022-10/15/2022, they must ostensibly sign away their “Legal” liveaboard status, as recognized by the San Francisco Bay Conservation and Development Commission (BCDC), within 15 days of the notice
Many residents having been reclassified by the OCM marina managements Harbor Master as “Extended Stay” to satisfy the BCDC requirement of only 10% “Legal Liveaboard” due in many cases to reduction in vessel occupancy by management from prior to 2018 and continuing through for several years to the present.
I.E. Many Legal Liveaboard Residents for whom this is their sole residency were forced to sign “extended stay” leases and promised either that these leases would be converted back to legal liveaboard at an appropriate time to be determined. This was done in many cases to allow full time residence for those of previous “Legal Liveaboard” status displaced from Pete’s Harbor to be accommodated, it is believed since BCDC was doing nothing to ensure that their displacement was accommodated at another legal liveaboard berth.
I.E. During the eviction of residents of Redwood City’s “Pete’s Harbor” many were allowed birthing at OCM causing their designation as “Extended Stay”. This designation was also made to ensure that these low- income residents were not displaced from their vessels.
