Currently pressing items to possibly discuss:

  1. Briefing on compliance at the Oyster Point, Marina, in South San Francisco (BCDC Meeting on July 20, 2023)
  2. The San Mateo County Harbor District is hosting a public meeting to gain input on how and what the District Charges for slip fees in Pillar Point Harbor. The meeting will take place on July 13, 2023 at 6:00 pm. You can attend the meeting in person at 504 Avenue Alhambra in El Granada, or through Zoom. Written comments are encouraged and can be sent to Jim Pruett at jpruett@smharbor.com. More details at www.smharbor.com.
  3. Updated Berth, Mooring, or Anchorage Agreements for review and potential approval by the San Mateo County Harbor District Board (https://www.smharbor.com/files/10afca36d/2023_05_17_Item_F4_License_Agreements_Staff_Report.pdf) and especially the Liveaboard Addendum (https://www.smharbor.com/files/965998b73/2023_05_17_Item_F4_Att_5_Liveaboard_Addendum_Final.pdf). Let's talk about "The overboard discharge of sewage and/or grey water within the harbor or marina is prohibited." and "Tenancy laws and protections, to include the Floating Home Law, do not apply to liveaboard Licensees’ under this Addendum."

And if there is still time left further more the more general points below:

Proposed mandate (Please add your suggestions via email to liveaboardsunited@gmail.com as this is proposed.)

  • Lobby BCDC positively and proactively (and relatively consistently in public comments, both email and spoken) to raise the # of LAs permitted in any marina within BCDC jurisdiction to "within harbormaster discretion up to 25%."
  • Lobby BCDC to uncouple the LA policy from the recreation policy.
  • Lobby BCDC to remove "no houseboats" from permits, and allow "houseboats" in a # "within harbormaster discretion up to 10%" (this is what I believe was the origin in 1969 and the first Bay Plan - that "houseboats" was up to 10% not "all LAs" (we need to find the trail).
  • Lobby BCDC to clarify that "houseboat" does not preclude vessels based on a form factor of "flat top" or colloquially called a houseboat (like a Delta cruiser), if it has an outboard and can motor on its own propulsion in and out of a slip and around a marina then it's not a houseboat (gets to the "fixed fill" view they have of "houseboat").
  • Ensuring that tenants rights apply to Liveaboards (TPA).
  • Ensuring Security among liveaboards.
  • Ensuring the environmental protection of the San Francisco Bay.

Directions | Inside Galilee, a cooperative floating community

The Galilee Harbor Community Association is a Sausalito-based floating home community of 38 berths. A member-run cooperative community composed of artists, marine workers and their families, residents of Galilee Harbor are actively employed in marine and artistic occupations, including boat-building, boat repair, sail-making, marine canvas work, creative writing, theater, painting, photography and other visual arts. Many residents are low or very low income.
